Plains Streetscape TE Project Ribbon Cutting Ceremony

The 39th President of the United States Jimmy Carter and First Lady Rosalyn Carter hosted a ribbon cutting ceremony for the Plains Streetscape Transportation Enhancement (TE) Project on November 26, 2011 in Plains, Georgia. The streetscape project received $250,000 from Georgia DOT's Transportation Enhancement Funding Program.
The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) established the Transportation Enhancement (TE) program. It was further refined under the Transportation Equity Act for the 21st Century (TEA-21) in 1998. The program was established as a means to enrich the traveling experience of motorists, bicyclists, and pedestrians through enhancements to our transportation system.
FY 2011 Transportation Enhancement Funding Awards
Federal funding for TE projects is allotted to provide aesthetic and functional improvements to historical, natural, and scenic areas. The Safe Accountable Flexible Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) states that each project should meet one of the eligible categories and be related to surface transportation.
