Accountability and Transparency

"We cannot overstate the importance of this effort. We are asking the American people to trust their government with an unprecedented level of funding to address the economic emergency. In return, we must prove to them that their dollars are being invested in initiatives and strategies that make a difference in their communities and across the country. Following through on our commitments for accountability and openness will create a foundation upon which we can build as we continue to tackle the economic crisis and the many other challenges facing our nation."

Memorandum to Head of Departments and Agencies, February 9, 2009

View Five Federal Objectives

Increased Oversight

There will be increased federal oversight on all of the ARRA projects. The Act requires the Government Accountability Office (GAO) to do bimonthly reviews of the use of funds by selected states and localities. GAO's work is focused on 16 states (including Georgia) and the District of Columbia—representing about 65 percent of the U.S. population and two-thirds of the intergovernmental federal assistance available through the Recovery Act.

Areas for increased federal review include, but not limited to, DBE, estimates, schedule/budget, and Buy America. Each project will contain provisions to allow the Office of Inspector General and the Comptroller General, both federal and state, to have access to project records and employees.

Georgia has been selected as one of 16 states and the District of Columbia to be monitored by the Government Accounting Office (GAO) for their use of stimulus money received as part of the Recovery Act. Georgia was primarily chosen because it is in the top 12 largest recipients of funds in the country. GAO field work has already begun with meetings with senior state officials and state agency staff.
