Construction Program

The Construction Program in the State Utilities Office is responsible for:

• Managing utility agreements from Notice to Proceed to Final Acceptance, Final Payment, and Final Audits
• Managing invoices, billing, and payment for reimbursable utility agreements
• Managing the escalation and mediation process related to utilities and potential delays on construction
• Coordinating with the Department’s Office of Construction on utility delay related matters
• Communicating with the utility industry, contractors, and local governments
